Our Team *

Julia Greene is the Principal of BCLW Consulting, bringing over a decade of experience helping municipalities reduce waste. Before founding BCLW, she served as a Municipal Assistance Coordinator (MAC) for the Massachusetts Department of Environmental Protection (MassDEP), providing technical assistance to dozens of communities. In that role, she identified a gap in procurement and market analysis expertise available to municipalities—areas where she had deep experience.

Earlier in her career, Julia served as a warranted contracting officer for the federal government, a role requiring rigorous training and hands-on experience. She later earned certification as a Massachusetts Certified Public Purchasing Official (MCPPO) through the Massachusetts Inspector General’s Office. Julia also holds a Master in Public Administration from Harvard’s Kennedy School of Government and has extensive experience in government, community engagement, and political organizing at all levels.

By combining expertise in waste systems, procurement, and public policy, Julia helps municipalities design effective trash, recycling, and food waste diversion programs through stronger contracts, ordinances, and operational practices.

Outside her consulting work, Julia teaches public speaking at the local community college and volunteers fighting invasive plants—when she’s not pedaling her bike around the North Shore.

Joanna O’Connell

Joanna O’Connell joins BCLW as a passionate and driven Planet advocate with a focus on waste reduction. Joanna wrote and received a MassDEP Sustainable Recoveries grant to create, rollout, train and coordinate the North Andover Public Schools lunchroom composting and recycling program across the district. The program successfully diverts over 100K pounds of food waste and BPI Certified compostable food serviceware per school year and has created student Green Teams that have ignited a spark to raise awareness in the community towards a sustainable future.

Joanna received the Massachusetts Commission of the Status of Women Commonwealth Heroine Award in 2020 for her notable work on the North Andover Sustainability Committee where she has served as co-chair for the past five years.

At BCLW Consulting, Joanna brings her expertise and enthusiasm to conducting recycling composition audits and helping school systems implement effective food waste diversion and recycling programs.

In her free time she likes to be with friends and family, read, walk her dog, Lola and relax at the ocean.

Michael Gorman serves as Marketing Assistant for BCLW Consulting, where he helps shape the company’s digital presence and communications. With a background in advertising and production, Michael brings a unique blend of creativity and operational expertise to his work. He has played a key role in building BCLW’s website and marketing materials, ensuring the company’s mission—Better Contracts. Less Waste—is clearly and effectively shared with clients and partners. Energized by supporting Julia’s vision, Michael is committed to helping BCLW Consulting grow its impact in the waste management space in Massachusetts.

Outside of building websites, Michael enjoys white water rafting, traveling to cities around the world, and watching classic films.
